The Other Services describes O.D.I.N.’s opponents in sixteen dossiers across five chapters, from the Twelve of Asklepios and Morrow Biologics through the Singers, STILLWATER and Department 13 to the Lodge of the Silent Circle, the Foundation in Basel and Grey Meridian. Every major dossier covers history, leaders, bases, resources, the relationship to O.D.I.N. and a plan that grows through six stages if no one stops it. The game master picks two or three organisations for their campaign and tracks their plans on the situation sheet. As a plan advances, it generates files: at the second skull a Grey File, at the fourth a Red File, and at the fifth the Council takes over with a Black File. Real services, churches and companies remain backdrop; the perpetrators are always the fictional organisations.
